Abstract: 

According to Article 94 of the Constitution of the Islamic Republic of Iran, the Guardian Council is mandated to review the resolutions of the Islamic Consultative Assembly for their compliance with Islamic principles and the Constitution. In fulfilling this duty, one of the frequently referenced principles of the Constitution that the Guardian Council focuses on is Article 3, which outlines the duties of the Government of the Islamic Republic of Iran in 16 clauses. Clause ten of this article states "the establishment of a proper administrative system" as one of the government's responsibilities. The term "proper administrative system" is ambiguous and can be interpreted in multiple ways; therefore, clarifying this term is essential. Based on the above premises, analyzing the opinions of the Guardian Council seems effective for achieving this goal. Thus, this research, using a descriptive-analytical method, aims to answer the question: "What is the concept of a proper administrative system according to the opinions of the Guardian Council?" Since the administrative system includes structures, relationships, policies, processes, and administrative procedures, its correctness and appropriateness require it to be based on specific principles. Understanding what constitutes a proper administrative system, based on the opinions of the Guardian Council, relies on extracting these principles from the Council's views. Consequently, this research categorizes the extracted principles in the current legal literature into two thematic groups: first, the principles governing the administrative organization in two sections—organizational structure and human resource employment; and second, the principles governing administrative actions in three sections—general principles, provision of public services, and collection of public fees.

Abstract: 

This study aims to identify the effective factors of knowledge-based administrative system to implement the administrative general policies. The study is practical and descriptive-survey. The data is mixed, qualitative and quantitative. The sampling in the qualitative phase is purposeful and snow ball. In the quantitative phase, the sampling was random grouped sampling. The population in the qualitative phase was 20 experts and in the quantitative phase was 1472 staff of the central bank of Tehran, out of which 305 individuals were selected. The content analysis in the qualitative phase employed Kendal index, and in the quantitative phase, the confirmatory factor analysis and AHP were used. The results in the qualitative phase confirmed the theoretical model in 7 aspects, 28 elements, and 91 indexes. The data was collected through researcher-made questionnaire, and analyzed by SPSS, Liserl, and Expert choice. The findings showed that the most important aspects were knowledge management, information coherence, government-related factors, environmental aspects, organizational aspects, infrastructural and Islamic variables, respectively. The path index and t-test showed that the seven factors had a direct and significant relationship with the knowledge-based administrative system elements.

Abstract: 

To answer to the various and conflicting needs of the society, the administrative systems need knowledge and expertise. Nowadays, professionalism has become a fundamental need in the public sector,however, there have been challenges along the way. This study aims at evaluating the factors affecting professionalism in Iran’s administrative system. In terms of purpose, this current research is practical. The data is collected via surveys, and the method is considered as descriptive. Using the cluster random sampling method, the statistical population of the research was the managers of four ministries. In order to analyze the data, the fuzzy method was employed,accordingly, the required data was obtained from the experts through open-ended interviews. There was a significant difference between the optimal level of professional dimension of Iran’s administrative system in the current (7. 60) and the required (7. 21) conditions. Based on the results, all four dimensions including social responsibility, normal homogeneity, professional ethics, and citizenship orientation are the main structures of professionalism in the administrative system of the country. Three cultural characteristics were identified as the obstacles of the advancement of professional dimensions of Iran’s administrative system, namely low-level foresight, lack of trust in regulations, and irrational public culture.

Abstract: 

Purpose: The purpose of this study is to identify public values ​​that are the basis of decision-making and actions in public and governmental organizations. The subject studied in this paperis related to the issues such as ambiguity in the allocation of resources, measuring the consequences of services, measuring the performance of the administrative system, ambiguity in the selection of decision-making options and the behavior of public service organizations. Design/Methodology/Approach: 67 relevant policy documents (laws, regulations, guidelines, etc.) have been reviewed and analyzed by thematic analysis method. Research Findings: After counting, reviewing and analyzing valid policy documents, finally 335 descriptive codes, 23 basic themes, 8 organizing themes and a global theme have been counted and the framework of public values ​​has been presented accordingly. The organizing themes listed include reliability, expertise, de-bureaucracy, the behavior of public servant, quality, intellectual dynamism, administrative transformation, and excellence. Limitations & Consequences: One of the main limitations of this study is the impossibility of accessing upstream policy documents in document centers, which are classified as confidential or semi-confidential ones. Practical Consequences: Providing a basis for allocating resources, measuring service outcomes, measuring administrative system performance, selecting decision-making options, and conducting public service organizations. Innovation or value of the Article: This article, in accordance with the argument made, enumerates the general values in the context of the Iranian administrative system, which is specific to Iranian culture. Abstract: 

The purpose of this survey is to identify cultural barriers the administrative system of Iran faces. Considering the existing theoretical basis and library studies, 21 cultural characteristics have been identified which the administrative system of Iran comes up with as obstacles. Delphi Method is applied to collect data. Fuzzy method is used to analyze data, and in order to cluster cultural characteristics, k-means clustering method is used. Fuzzy clustering is done for three modes in k-means algorithm, based on which fuzzy clustering with three branches is the optimal cluster. Fuzzy method shows that cultural characteristics like authority and hierarchy, low confidence in each other, favoritism, and nepotism, weakness in meritocracy and general irrational culture are the most average. Therefore, they are the characteristics the administrative system of Iran considers as the obstacles.

Abstract: 

Administrative Civil Procedure in the Islamic Republic of Iran’s system is established on the basis of law, and the government which is subject to legal rules, and endows the right to people to refer to the Administrative Justice Court, or to present their cases to the government justice sources whose absolute and finalized decisions can be investigated in the Administrative Justice Court, and the clients complaints will be investigated and their rights will be concerned. To get familiar with the Administrative Civil Procedures which are independent from those of the legal and Supreme Financial Audit Courts, and also to distinguish them from other Administrative Civil Systems, a meticulous consideration to its minute descriptions and its detailed construction seems critical.

Abstract: 

The present research aims to depict the effectiveness Model of administrative system in Iran and in this respect, the governmental management Model of Shafritz, Russell and Borick and also the ecological approach have been focused. The effectiveness in this study refers to determining the optimal value of four dimensions as the managerial, political, legal and professional in Iran administrative system. This study is applied in terms of the objective and a survey related to the strategy and of combined method. In order to collect the data, interview and Delphi method have been used to identify and get the experts' views and the questionnaire has been applied to identify the managers' perceptions and to analyze the data, fuzzy logic has been used. The results indicate that there is a meaningful difference between the status quo and the dimensions of the managerial, professional and political dimensions and no significant difference has been spotted between the status quo and the optimal condition of the legal dimension.

Abstract: 

Internal and international situation of our country necessitate the development and changing of Administrative system. Designing the administrative system is based on surveying status quo and indentifying it's problems and challenges. This research is a qualitative research based experts interviews and it's objective is extracting and categorizing of the problems and challenges of our country administrative system. The results of research show that the problems and challenges of administrative system is categorized in seven category (human resource management, Structure, process, procedures and roles, Administrative culture and serving, Managerial patterns and styles, Innovation and continuous improvement, Information technology, Assessment and control). The fundamental of these problems is related to human resource management. Additionally, Improfessionality, Dis functional monitoring systems, Lack of Continuous improvement and researching spirit and Dis functional organizational structures are the fundamental of administration challenges of Iran.

Abstract: 

Background: In the recent decades, the international bodies has named fighting against various forms of Administrative corruption in modern social institutions as a means of achieving good governance that includes transparency, responsibility, and accountability as well. It is believed that fighting against corruption in the educational systems is a major challenge as it involves issues such diagnosis, nature of corruption, social sensitivities and complexities. Therefore, the present paper aims at studying different aspects of fighting corruption through focusing on the international experience.Methods: The study is done based on a library descriptive method; the data collection is done by reviewing the related literature and documentation. The questionnaire is designed on the basis the collected data.Results: Administrative Corruption in Public education sector means the systematic use of state authority for personal gain is a significant effect on the issue of access to the educational system, quality education, equality in educational opportunities which this can different levels of ministry, provincial or school and in the form of embezzlement, bribery and pay off, fraud, extortion, favoritism that have to happen that samples can be in the area of school construction, recruitment, promotion, appointment, academic behavioral conduct, supply and distribution of educational and no educational materials and equipment, allocating allowances, examinations and qualifications observed.Conclusion: There are a number of measures that must be implemented in fighting against Administrative corruption in Public educational systems as follows: Diagnosis of the components of corruption, Defining types and scope of corruption, Transparency in the related rules and regulations, strengthening administrative abilities to increase accountability and Participation of stakeholders
